From July 1 to August 31, 2025, all political parties collectively received 4,877,977 GEL in donations, of which the largest share, 3,553,326 GEL (73%), was received by “Georgian Dream.” In second and third place are “Lelo” and “Gakharia for Georgia.” This information was released by Transparency International Georgia.

According to their report, companies associated with “Georgian Dream” donors have secured simplified procurement contracts worth up to 1.4 million GEL since 2024, and 15 million GEL since 2016.

From July to August 2025, all parties collectively received 4,877,977 GEL in donations, with 73%—3,553,326 GEL—going to ‘Georgian Dream.’ The large donations to ‘Georgian Dream’ continue to raise legitimate questions about the potential involvement of its major donors in systemic corruption—companies linked to them have won tenders worth nearly 1 billion GEL (997 million) since 2016.

All parties together received donations totaling 4.9 million GEL. ‘Georgian Dream’ received 3.6 million GEL, which accounts for 73% of all donations received by parties.

Companies associated with ‘Georgian Dream’ donors have won state tenders worth 273 million GEL since 2024 and 997 million GEL since 2016. Additionally, companies linked to ‘Georgian Dream’ donors have secured simplified procurement contracts worth up to 1.4 million GEL since 2024 and 15 million GEL since 2016.

Since 2016, companies associated with opposition party donors have won tenders worth 247,000 GEL and secured simplified procurement contracts worth 586,000 GEL.

Nineteen companies linked to ‘Georgian Dream’ donors received over 8 million GEL in budget subsidies between 2016 and 2024. During the same period, no companies associated with opposition party donors received budget subsidies,” the report states.

According to the report, in July and August 2025, 106 individuals donated 3,553,326 GEL to “Georgian Dream,” with these donors collectively contributing over 8 million GEL to the party. During the reporting period, companies linked to “Georgian Dream” donors won tenders worth 997 million GEL since 2016, of which 273 million GEL were won in 2024–2025.

In addition to tenders, companies associated with ‘Georgian Dream’ donors have received direct procurement contracts worth 14.9 million GEL since 2016, with 1.4 million GEL in 2024–2025.

Beyond state procurements, companies linked to donors have also received various budget subsidies. In total, during the reporting period, 19 companies associated with ‘Georgian Dream’ donors received such subsidies amounting to 8.2 million GEL. Notably, in contrast to companies linked to ‘Georgian Dream’ donors, the situation is radically different for opposition parties. Since 2016, companies associated with opposition party donors have won tenders worth 247,000 GEL and secured simplified procurement contracts worth 586,000 GEL. During the same period, no companies linked to opposition party donors received budget subsidies,” the report states.
