Starting July 1, 2025, private buses, taxis, and personal vehicles with Armenian license plates making non-regular trips between Armenia and Georgia must carry a special document listing all passengers when transporting more than 5 people, regardless of the passengers' citizenship. This requirement applies even when traveling with your family in your vehicle.
Drivers must complete the passenger list online, and they must carry a printed copy throughout the trip. You can download the passenger list form and the instructions for filling it out from the official website of the Ministry of Territorial Administration and Infrastructure of Armenia.
This new rule is being implemented based on an agreement between the 2 countries and aims to:
- help border services keep track of passengers,
-prevent illegal transportation of passengers,
-improve border crossing procedures.
